not starting when hot out

I am sure this is on here somewhere, but I cannot find exactly what I need. I am also still a newb and not great a mechanics.
Ive got a stock 78 w/desmogged 2f, Jim C carb, new gear reduc starter.
When its hot out, 90-100+*, the engine runs great when driving around, does not over heat,maybe a little warm still at first hash on gauge, but when I shut it down and go to start it again, like 5 -25 minutes later, it takes forever to start. Just turns over and over, I usually have to mash the pedal down to open it up to start.

Is this a vapor lock issue? I dont have a vented gas cap, could it be that easy?
If it is vapor lock, what does that mean and I what do I do with it?

Hot restarts often require a little different starting procedure:
Hold the pedal down to the floor and do not pump it. Start. Let up on the pedal when it starts.
 
I do have the carb fan, not working though, I checked the fuse under dash and its good, thats as far as my electrical skills go! and I do the hold the pedal down thing, still takes a while though.
Would the carb fan be the key??

Carb in the key

The carb fan is the key search "Vapor Lock" and then carb cooling fan there is way to ground it so it will run for a few min. after shutdown.
