If the tire manufacturer recommends a 7"- 9" (listed as 7.0 - 8.0 - 9.0 on the website) wide wheel size for a specific tire in certain size, is a 9" wide wheel pushing it, and maxing out or stretching the tire? Or is a 9" wide wheel fine and safe?

That’s the safe approved rim width range. A 6.5 or 9.5 would likely still work okay but going an inch narrower or wider would be pushing it. Looking at that, the tire was measured using an 8” wide rim.
An example of this is older Landcruiser models running 5.5 split rims with a 235/85R16, technically the approved rim width range is 6 - 7.5 but they are often used on a 5.5 inch wide rim without issues.

So... the manufacturer says that the correct size is from 7-9. And you ask if 9 is too wide???

Just exactly why would the manufacturer tell you to use a rim size that is not acceptable? Maybe the "8" key on their keyboard was broken so they just said "Screw it"?
Maybe they are secretly hoping to be sued at some point down the road? 🤔
