Non-USA Carb Problems????

OK, I am a diesel guy not a gasser so this may be a stupid thread to start but here goes. I just finished installing a new non-USA carb in my 84' wagon and now I have a real bad hesitation when I hit the throttle. I used the lean-drop method to adjust the idle and the timing is dead on, the idle speed is around 650-700, so what gives? It seems like the the engine has to spool up before it will take off. The distributor is stock but it's a vacum advance type, I have about 16hg of manifold vacum at idle. Above about 1800 it seems to run great, but what happened to my low end?
 
I notice when you accuate the throttle by hand that it takes a second or two for the accerator pump linkage to ovecome the spring tension in the linkage, should it be more crisp?
 
Yes. If you do not get a spray of gas out of the accelerator pump discharge nozzle at the same time the primary butterfly opens, you will indeed have a flat spot in your acceleration.

Unfortunately, I have seen several carbs buggered up by POs who think the answer is to contort the rod btween the bellcrank and the pivot to increase the range of the plunger. This ends up having the exact opposite of the desired effect, as the bore in the accelerator pump chamber is tapered, and the plunger does not begin to seal the chamber until it is about 1/2 way down.
 
Thanks for the ideas. I will look down the carb and see if the fuel stream seems to come out when the butterfly opens. This is a brand new, right out of the box, carb so if it is messed up it came from the factory that way.
