Hey guys, first of all thanks for the awesome site, its a wealth of knowledge that I've been digging thru and has been a huge help working on my buddys truck.

The truck is an 89 FJ62 3FE, all stock in pretty good shape
-freshly rebuilt head (tapped and plugged oil galley hole at same time)
-new PCV valve
-new throttle position sensor (was out of spec)
-new fuel filter
-new fuel pump
-set correct timing

So now I'm dealing with issues that were preexisting to the head gasket that he failed to mention to me. The truck is severely lacking power and struggles to go up small hills. I'm getting good fuel pressure but it still acts like its starving for fuel. If I pinch off the fuel return line the truck runs beautifully, plenty of power and no hesitation or other issues. I tried swapping another fuel pressure regulator (used but claimed was tested and checks out good) and it made zero difference. I'm thinking I might just have 2 bad fuel pressure regulators but wondering if theirs anything else I might be missing, anyones input or experiences appreciated. These early fuel injection systems are tricky sometimes and I've ran thru a bunch of the tests in the FSM, but besides the fuel pump and throttle position sensor being bad and replaced, everything else checks out.

If the engine compression is good - and I’ll bet it is, and you can race the engine up to high RPMs when parked in neutral, then my guess mirrors yours — for some reason the engine is fuel starved.

Did you have the injectors tested while the head was out?

Other things to check are timing, vacuum leaks, and valve clearance. Incorrect valve lash can have a really significant impact on these engines.
