New H55 and transfer case rebuild question

We are installing a H55f into Britklr's FJ60. Great write ups here have helped a lot. Everything has gone smooth with the whole process. We have rebuilt the transfer case and one of the last things is checking the preload on the rear output bearing. The book states that with a new bearing it should be between 13 and 25 in/lb with the transfer case in neutral.

Questions:

If the preload is too light, meaning it turns before 13in/lbs, is that a bad thing?

It calls for shims under the race to get it into spec. Adding a shim, should make it tighter, right?

Using a in/lbs torque wrench, just turning the output shaft nut, is the correct way to measure the preload, right?

I believe I can get the shims from Toyota.

Shims will tighten it up. Always spin the output shaft a few times before testing the preload. Is the t-case full of oil? I think the preload is set dry (no oil).Be sure the output housing is torqued to spec with just the gasket in place. some of the after market gaskets are kinda thick (a couple of thousands thicker than OEM) and could make the preload loose.
