that the owner says needs solinoids...what is the best way to test this to make sure I am not going to end up with a boat anchor? Going to look at it tonight and just need to know what to look for before I drop the coin on it.
 
The short answer is, don't pay him much for it if it doesn't run.

New solenoid pack is $283.

New (Chinese) 4hp motor is $80.

The gear box and lower end can be re-built pretty easily (probably should be on principal anyway), check out the rebuild thread by Flintknapper here in this section.

Pull the clutch out and turn the drum by hand (or pull some winch line out) to see if the gears still turn.

Make a low-ball offer. I bought mine running for a few hundred dollars, and still rebuilt it anyway.
 
My rebuild including new disconnect handle, brake rebuild, lower rebuild and new upper housing to replace a bad gear cost me around $500. That doesn't include solenoids or motor. But get it all done and you have a more than 1/2 price of a new 82-74-50
 
bypass the solenoids and hood jumper cables to the motor leads of the solenoid pack to see if the motor turns well. Pull the top half of the case off to take a look at the gear box.
