depends on the state and the engine size. I would recommend not doing a trike. It is really hard to steer at speed.
The rule in VT is 49cc and under it is OK to operate without a motorcycle endorsement. Mine is a 66CC (marketed as an 80cc) but I will swear on my sombrero it is 48.9 cc's when I get stopped.
