The choke cable on my 71 was not quite frozen, I could pull it out but not push it back in. I removed the cable from the truck, pulled the wire out of the sleeve. I cleaned the wire, lubed the tube put it all back together and it slides smooth both ways.
Is the cable froze/rusted up, or is the choke mechanism on the carburetor frozen?
Have you removed the cable from the carburetor and verified the above?
got it took apart, and soaked the inside of the cable with pb blaster...............and cleaned the cable up , w/ scouring pad and dish washing liquid. Now........i am going to put it back together and try............we shall see.
don't neglect putting a bit of lube on the wire as you put it back together. You want it to be smooth as a hot knife through butter. Let us know how it goes

I would not use anything oil based when you put it back together. Any dust/dirt will gum up the inside of the tube and you will be back where you started. I clean the tube with brake clean and use a liquid graphite spray down the tube before reassembly.
