Norcal, not on fire but it was darn close.
Also there is a duck tape job and the metal tube is loose.
Id like to figure it out, where to start.

It "Warms up" but not hot.

assuming the metal tube needs to be refreshed.
And the duct tape on the air intake is bad.
 
Got to be a little more descriptive than that dude... I am assuming you mean the front heater but you could be referring to the back (under passenger seat) heater as well.
Check coolant level first and foremost. If you are low and have not been the one to add/replace coolant it is time to do a flush and put a new mix in there to ensure that you have the PROPER stuff inside. Go with the conventional green from most places, don't get the premixed and DEFINITELY not Dex-cool. Then go to the dollar store and buy a few gallons of distilled water... I think most have said that a 4:1 ratio of straight coolant to distilled water is about right. Maybe even 3:1.
 
Modern coolants, at a 1:1 dilution, offer protection only to -34. If the OP lives in a cold area, I would not further dilute the coolant. His location of 'darkness' - um, doesn't help!

Hard to answer the OP's question without knowing if his thermostat is stuck open (is the engine running too cold)? Stuck thermostat?
 
I replaced my thermostat and it wouldn't warm up. 30 minutes of driving and wouldn't pass 140. Heater wouldn't warm up. I reopened the housing and the gasket on top was hanging to the side.
