I don't know what #8 does. I would need to pull out the FSM,
 
My experience has been that usually (including a cold night at the top of Paliza Pass...) a problem like this is due to something that was worked on at or near the problem. This is especially true of Toyotas. You might turn on the radio and have someone listen to it while you jiggle the wires under the hood, especially near the head - in and out, not just sideways maybe a wire pulled loose from a connector. A crackling noise from the speakers might indicate you are jiggling wires with a loose connection. I presume the pin 8 is a +12v supply? Did you check the fuses for continuity or just visually? Look for relays that are the same as one that could be in the path and trade them out?

As a side note, my son's new Kia developed a problem with the headlights one night. We couldn't figure it out. He took it to the dealer the next day - they disconnected and reconnected the battery. That fixed it. His car had to be rebooted!
 
I'll def try that tonight if the rain holds out. I think pin 8 is to show that the ecu has power going out to the rest of the system. I put a meter on the fuses and they all have 12v and none are blown. I did have an injector connector crumble, I replaced the connector. I'm thinking it is wired backwards or the wires are touching each other causing the short. That's the only "rewiring" I have done.

Real quick update. I had a few minutes after work to look at a few things. I had a hunch that I got an injector wired backwards so I started there. Took a peek under the intake and sure enough, one injector wiring pattern didn't match the others. The wires are swapped. I will dig a little deeper into it tomorrow when I have the intake off. Hopefully that will be my problem. I'll report back later.

Ok, no go. Corrected the wiring and im still having the same problem. I just cant wrap my head around why im having this problem. It ran fine before the head gasket job. All wiring and parts were reinstalled in the same places. No extra nuts and bolts left over, except some smog junk. I cant figure out why I don't have a cel when the key is on. I know the bulb works. Thinking about starting another thread in the 80s section. Ive seen a few threads like this but most never report back saying what the trouble was.
 
Thought. Are you sure the #8 terminal on the diag box is not really the "B" or "B+" terminal? That would really help my confusion.

Also, on the engine harness is a 7 wire connector that connects the engine harness to the cowl harness. If you don't plug those two together you won't have power to the ECU, CEL, or anything engine. As best I can tell that connector will be near the ECU.

Note that I'm not as knowledgeable about the FJ80 harness since it is slightly different than the FJ62. I believe this is the 7-wire connector on a late FJ62 harness.

Number 8 is the B+ terminal, today I got .38v with the key on. Not sure about that 7 pin connector. I don't recall ever unplugging anything like that. When doing the head gasket replacement, all I did was undo the injector wiring and a handful of temp sensors wiring and flip it over out of the way. All together there is only like 12 wires (connections) that were unplugged. Im starting to get a bald spot with all of this head scratching.
 
I would go back to basics. Check the EFI fuse again. Replace it for chuckles and grins.
