I did not find an answer. So here it goes. Does anyone make a plate that fills the gap between my new Dissent front bumper and the first skid plate underneath?

I think your quest is shared by many regardless of skid Mfgr. Buy a piece of poster board and bend up a model, there has to be some one with a brake close to you.
 
I don't have a dissent front so this might sound dumb - but are you missing a piece? I was looking on their website and this bumper clearly has a filler plate:

I can see the bolt holes for it in your bumper:

I think that filler comes with their skid package. Mostly speculation though.
 
I was able to get the filler plate from Dissent last year. I would check with them and see if they have one in stock. It mates up perfectly to Bud Built skids.

That’s weird they wouldn’t include that plate as part of the bumper package.
 
It's called the "Bumper Tie in plate".

I called Dissent and they had one in stock. It almost fit perfectly. I had to trim a little bit. I sent pics to Cole at Dissent. They are going to look into why there was a little interference.
The plate is supposed to sit behind the bumper. You wouldn't have hit in those areas if you were behind. Here's a pic:

Looks great! I like the high clearance skids from Dissent, they look to provide the best coverage/protection for the Cats. That’s also how I have my plate lined up, fits perfectly with the Budbuilt engine skid.

Got to know what tires are next, you have definitely got your moneys worth out of them K02s lol! Staying with 35’s?

I need to get new tires before LCDC; however, i need to figure out why my LX is eating them up so quickly before I get a new set. Either the KO2s suckkkk, or alignment shop screwed me. I'll probably gather some more intel and post up a new thread soon.

I'm on the fence between staying with 35s or dropping to 295/70/18.

For reference.... 08 Land Cruiser with factory skids and no gap

Even with the stock skids there is a gap that can allow branches and debris to get through to the radiator. I have run the stock and ARB skids with the Dissent Bumper both which don’t accommodate their filler plate (bumper tie-in plate) so the radiator is exposed as highlighted in the picture

I fixed it underneath. And I also have the bumper on.

Doubtful it's the tires, willing to bet it's your alignment. I took mine to Garage Guys Automotive - https://www.garageguysautomotive.com/about in Richmond, they set it to my spec and it has been perfect ever since. They did the alignment on my RAM 3500 and the GX as well.
