Anyone import a JDM car under the 25 uear rule? Tell me everything you learned.

Also has anyone purchased a JDM already titled in another state? What's involved in that?

My nephew brought in a couple Nissan Silvia cars from Okinawa after his time on station there in the Army. He told me the Army made it simple. My understanding is that outside of the military transfers it is much more involved. This is not much help I know. But...

I have bought and sold a few JDM vehicles that were already titled in the states and it is no different than any other vehicle with a title.

I wonder how it gets done from a state like RI for example where they only issue a bill of sale once a car is so old.

It doesn't matter. Each State DMV understands that some States only require a transferable registration for older cars.
