Issues with ports on newly rebuilt 1978 carburator

I have a 1978 FJ40 with a newly rebuilt carburetor from Specter Offroad. The carb is a California version with only two ports on the side of the carb facing the valve cover. One port is the EGR port and the other is supposed to be the TP port from what I've read in the Toyota manual. However, I have no vacuum from the TP port at idle and so the TP will not work properly if I connect it to this port. (I have TP connected to manifold vacuum at the moment) Both of those ports only have vacuum on acceleration and the ports are at the same height on the base of the carb, unlike the ports in SOR's catalog picture below:

Another issue I'm having, is when I connect manifold vacuum to the power valve port, I'm immediately sucking fuel from the power valve port to the manifold through the connected vacuum hose.

Should a rebuilt carburator have these issues? Should I try repairing it? The carb is running way too rich and I cannot adjust it to work right. Specter promised a full refund if the carb does not work out, and they have no more 78 carbs in stock at the moment. Your thoughts on my issues are appreciated.
 
Not sure if I can help you with your problem but the carb you have pictured is not the CA version. SOR has the pics mixed up on their website. Here is the correct one. Has three ports .

I respectfully disagree.
The 61024 Fed spec carb has 3 vac fittings on base, and no PV fitting.

CA spec calibration has the externally controlled PV port on the air horn, and one less ported fitting on carb base.

Jim, shouldn't the CA carb have the HIC on the front?The one pictured on SOR doesn't have it. I see what you are saying about the number of ports ( had to go out and count mine).

I agree with both of these. Mine is definitely an original '78 CA. It has the HIC, a PV port on the air horn and two ports on the base. One of the ports on the base goes to the distributor. You can see the PV port in the top picture; top right.

You'd have to clarify TP for me without my emissions manual in front of me. I may not know what it means, but I put mine together according to the manual and it runs like buttah. :banana:
 
I'm pretty sure my 78 is original, and I think Federal. PO had one port by the mixture screw capped off and the HIC was missing. Got a used HIC from Mark's Off Road and all the plumbing seem to come together with the 78 Toyota Emissions Manual for Federal as a roadmap.

I used to think the HIC was a sure fire way to ID the CA carb. I must be wrong about this. I think I remember a Mudder posting that he had an original CA truck with an HIC less carb. It's a bit confusing.

I'm terminally confused :)

HIC is the same for Fed & Cali.
All 78 carbs have HIC on the front.
All 79-80 carbs have HIC on the side.
81-87 HIC moved inside the air cleaner.

Now you know.:)
 
Thanks for the input guys. Below are pictures of both my carbs. The one to the right looks brand spanking new. It is the carb that I just picked up and it's giving me issues, but I would love to get it working right.

The locations of the EGR and TP ports on the newer carb throw me off. Also, the Power Valve port on the newer carb does not function like the one on the old carb. It sucks fuel into the manifold when connected to manifold vacuum. Maybe this is not a power valve port? I think I will begin disassembling both carbs at the same time in order to compare and contrast. Could the carb on the right really be brand new 78 carb? I see absolutely no signs of usage, other than me testing it out yesterday. Also, my old carb has a second green connector cable which is in addition to the idle solenoid. Does anyone know what function that performs and whether or not it's a vital component?
