Is the Factory Service Manual (FSM) the same as the Toyota Information System (TIS)? (1 Viewer)

I'm about to embark on doing the GX Timing Chain Cover leak repair, and I'm wondering if the FSM is the same as the TIS.
I don't want to pay the TIS fee if it's the same thing as the FSM. Does anyone here know?

I guess I'm screwed then because I don't see a procedure for removing the timing chain cover.

Look under cylinder head removal, that would be part of R&R
