It seems like this should be obvious, but I suppose I am that age when the brain starts to shrink. What is the proper way to install this?

The rivets on the pulley interfere with the exterior tabs so that the washer won't line up with the hole. Do 2 tabs need to be bent up before install?

Is the interior tab of the washer supposed to be bent into the key channel of the pulley?

That don’t look like the correct washer.. but I’m more of a 1F guy. I don’t believe that inner tab has anyplace to go..?. Can’t wait to hear actual 2F guys response!
 
Yes, the inner tab inserts into the keyway. The four outer tabs can be partially bent up to avoid the rivets.

Once the crank nut is torqued in place, the tabs bend up flush against the flats of the nut.

I would put a little lube between the nut and the lock to avoid distorting the lock when tightening the nut.
