I have looked in my User CP for about an hour now - I have no option to set a profile picture. I can look at my albums, but I can not figure out how to set a profile pic. Little help please

I don't have one but it looks like you click on "User CP" up there in the menu bar area, then click on "Edit Profile Picture" under the "Your Profile" section and then either past a URL in the appropriate field or pic a file from your computer in the other one.
Now if you were talking about an Avatar, basically the same thing except you click on "Edit Avatar" in the "Settings & Options" section.
