I recently had my FJ40 framed sandblasted and primed with epoxy primer. The problem is two weeks later I am ready to topcoat. I know most say that it needs to be scuffed and re-primed prior to top coating. The concern I have is the areas that cannot be reached to scuff.
Any suggestions on the best steps to take prior to top coating since the epoxy primer has sat so long?

The best thing you can do is scuff and reapply a light coat of the epoxy primer.

But don't lose sleep over the areas that you can't reach to scuff. Just clean then as well as you can, and give them a light coat of epoxy primer.

Then get your paint on relatively quickly and you'll have good adhesion. I typically paint the next day.
