Hello dears,
I purchased a 1983 FJ40 LX General sepcs. and would like to join here for sharing information.
just started full restoration and would like a tip: the engine is generating white slightly bluish smoke on pressing, cylinder head grounded, valves seals changed and new head gasket replaced, compression test says all around 70, but a big note the oil cooler is canceled, inspecting new spark plugs found oil stained on it.
is the oil cooler might be responsible for that? already ordered and waiting for parts.
appreciate any info. about that.

70 PSI is low. It sounds like you've redone the head so my suspicion is that the rings (piston rings) are worn. Pull a spark plug, squirt some engine oil down into the cylinder and repeat the compression test. If the numbers go up significantly, you've found the problem.

Remember-

Blue smoke= Oil
Black smoke= Fuel
White Smoke/Steam= Coolant
 
How long did the engine set? Years - maybe the rings are stuck in the piston grooves. Pull the plugs, add a spoon full 15ml of Marvels Mystery Oil to each cylinder. Bump the starter to distribute the oil - let it soak for a day or two. Run the starter to throw out any oil - put the plugs in and give it an Italian tune up. Make sure valves and timing are set correctly and it has good gas and filters. Now check the compression. A few cycles might be necessary. Worn out rings will never seal for long, stuck rings could free up.
