Zach, is the sand dry under the house?
If so, that is exactly the situation you want.
Concrete would be fine if it were a basement or a crawl where you could put some storage but it can also trap moisture.
If the sand is dry i would leave it.

Yes the sand is totally dry. I just need to get the plastic straight under there. With all the new construction going on after Sandy, many are saying that concrete is bad because if water gets under the house the sand will absorb it where the concrete will allow it to rise?

The concrete will make any future water pool, whereas the sand will soak it up over time.

You're making this harder than it has to be. As others have stated, repair your vapor barrier, and move on to the next project.
