Hard starting now no start - help troubleshooting

So the cruiser has been occasionally hard to start but running great otherwise. This occasional had turned into frequent int now it won't start. Just cranks no firing at all.
Made an appointment to tow to the local dealer on Monday as I didn't have time to look at. But the thought of that bill made me rethink my priorities. Sorry for the long story but trying to figure out today.

I've read through many many great posts on this subject or similar and still just kind of at a loss where to start. I've tried the simple things but hoping knowing what I've discovered so far someone maybe able to stir me in a more direct path.

What I know and have checked;
Verified I have fuel pumping to at least the fuel,regulator
I have spark at the plugs (didn't check all)
Plugs are dry, assuming no fuels making it through injectors
Replace EFI fuse (visually appeared OK)
Disconnected, cleaned , and reconnected fuel pum connector under passenger door (pump working so not an issue anyways).

Knowing where I'm at now can anyone point me towards next steps?

I just stepped through the EFI relay inspection procedure in the FSM.
Test continuity between pins 1 and 3. No continuity! BAM, problem solved. Toyota says replace relay at this point.

But wait. For giggles I decided to walk through all the steps.

Ok check continuity between 2 and 4. There is none, that's good.

Next, apply voltage to 1 and 3 and check for continuity between 2 and 4. Yep works!

WTF

How can there play be bad if I apply voltage across two pins to close the internal switch to let juice flow between the other two pins? Strange that I get no continuity between 1 and 3 but it works. Obviously there is continuity. Maybe resistance is so high my continuity tester ignores it. Wonder what the resistance range should be on a good relay?
 
Finally ran a scanner.
Got a P1300 error in cylinder 1.
Possibly failed coup pack.
But would one failed could prevent start? I'd think just rough running?
