GX460 - Mounting driving lights in front bumper ?

It wouldn't be terribly difficult in my estimation. You could remove the front grill, and/or loosen the bolts and clips at the bottom of the front bumper cover to improve access behind those fins. Or remove the entire bumper cover.

Then it's a matter of mounting some sort of bracket to hold your lights in place. There are probably some frame supports for the front bumper back there which you could mount to depending on the type of light you buy.

Poke around here or other GX460 and 4Runner forums where someone has replaced their stock plastic with an aftermarket bumper. There's likely some pictures of what it looks like without the bumper cover to give you some ideas for how to mount.
 
Do those stock driving/fog lights really do anything on the GX460? If not, I'd look at simply replacing them with a high quality aftermarket light some BajaDesigns Squadrons. I can say from experience though, even the squadron sports are too bright to run against oncoming traffic we put a set in my wife's Inpreza. I choose the sport's for her car as they are only a 20w assembly The stock halogens were 19w each. So it was plug and play without worry of pulling too much current on the OEM harness. They are brighter than her OEM LED main beams. Combo pattern offers really good deer spotting characteristics. I run them far more often that the high beams. Maybe the spot beam would keep them out of oncoming traffics eyes but I doubt it.
 
I had someone send me stock T4R fogs to see if they would fit before ordering the BD kit. The fogs are similar in size but the mounting is not the same. I hit a deer soon after discovering this and went with an aftermarket front bumper. If you look in my build post you will find pictures with the front end uncovered. I think it’s definitely do able.

Is there an OE Toyota / Lexus light switch that will fit in the blanks to the left of the steering wheel?
I haven't tried them yet, but I have looked at ordering from this company before. They have two different sized Toyota switches. I believe this smaller one is correct for the 460.

The ghetto way would be a license place mounting bracket, it’s not far from the location you put in the picture. Easy and cheap, for custom money I would personally want the lights hidden behind the grill some how.

You are lucky to have the pre face lift model and there are direct bolt on bumpers. I would go that route in a heart beat. To install bumper I need to cut my bumper cover and grill, not something I’m looking forward to do yet. Where is that deer that keeps running across the street at night???
