Yes, There is a welded and finished price along with the kit prices.
Make sure you click "rear bumpers" under products on their website instead of the sub items "heavy duty spindle assemblies" and "rear bumper kits". I had the same issue.

Just FYI, our group buy is basically done. All orders/deposits are in and bumpers are getting put together. However, Luke has said he will honor the 10% discount for an additional length of time. Not sure how long that will be but get your orders in soon before the group buy discount ends!!
I think the freight company took the senic route down here
