PO put on a foam roll bar pad and covered it with black tape. The foam pad has some sort of adhesive on the back of it which upon removal is leaving behind goo and bits of foam. Anyone have any suggestions on how to remove it? I think if I sand it it's going to turn into a huge mess.
 
I just bought a large spray bottle of orange Goo-Gone to get the goo off my wiring harness left by the tape Toyota used. It works really well. Spray it on, let it sit for 10 minutes then wipe off each wire. Plus my shop smells better for a while!

Burn it off with a torch or use a heat gun.
 
Brake-clean... removes anything.

yeah it does but you have to be careful what you use for cleaning wiring as stuff like that can suck all the goodness out of them and accelerate its aging process causing premature hardening and cracking.

edit: Ok did some research on this to refresh my memory but the rule I always go by is don't use petro-chemicals on stuff that's derived from petroleum. Same reason why you should not go anywhere near the soles and stitching of your boots with Dubin as it will melt the glue and eat up the nylon thread :D

With wiring I normally get a rag with Jiff and water and try that first. I know some goo can be hard to remove but stay away from the nasties if you can.
