So my 95 is just now loosing the original powder coat and is starting to get that little surface rust showing and I'm in the rust belt so, What is the best treatment for this? POR15, Eastwood's rust encapsulator, or something else?

I also hate the look of the rust color but I don't want to just cover it up, I want to correct it.

Treat it first with Rust Converter Corroseal (Amazon). Then you can use Eastwood products or POR-15. I did my frame and
under carriage and it came out awesome
 
Fluid film. Creeps really well.
 
Rust belt kid here with almost no undercarriage rust. DIY carwash underside really well and apply the film.
Also, along the way I've wire wheeled weld beads and whatnots with surface rust. Then painted with whatever I had and fluid film.

Or go harder with the surface prep and paint. Like using rust converters after the mechanical cleaning.

Recently met a fellow that had a sand/media blaster guy come to the house and blast in the driveway. The he painted. Real nice
