Try replacing the fuse. Even if it looks good and tested ok. When you replace, be sure it is well seated in the socket. Mine was a fuse.
 
Thank you. Yes i replaced it this morning, but will try another when I get home. Relay makes the clicking sound so I do not think it is that.
 
I chased it for months and felt like a dumba$$ when I replaced the new fuse I put in when I first found the problem with another new fuse. That's also why I mentioned making sure the new fuse is seated well.

I also replaced the relay even though it clicked like it is supposed to.

So... between two fuses a relay and lots of frustrating cussing, I had fog lights again.

Unreal. So 2 new fuses (and the old fuse) didn't work. Tried a 4th fuse and boom they worked! Makes zero sense but I'm glad you responded and told me your issues. Thank you!
 
Fuse are generally easy to see if bad. Makes me think corrosion or short at the contact points the fuse plugs into.
 
Yeah, usually. But I had the fuse block out in my hand when I replaced the relay and I used some contact cleaner for both the relay side and fuse side. It appeared clean. That's why I was so stumped that it wasn't working. I just decided one day to try another fuse and voila...... I had light.
