Toyota did a really top notch job in applying chrome to the trim plastics, so it's next to impossible to remove easily. The only effective way I've found is, sadly, far from easy. Once it starts peeling from the plastic, you just use that as a starting point to beginpeeling it off bit by bit from the assembly. Once you have it stripped, you can give it a good cleaning, and then paint with some SEM prep, color, and protectant. I have yet to use any SEM products on anything that will be exposed to the elements though, so I can't speak to how well it will hold up there. I can say the plastics I've done that are inside the cab look outstanding.
