Working on my 1987 fj60 parking brake that I purchased in September. What I thought would be an easy job isn't turning out so easy. Previous owner re did the brakes but the emergency brake was not connected and just zip tied on each side of the vehicle. I am having trouble connecting the cable to the bellcranks. Does not seem to be enough slack in the cable. Bell cranks seems to move freely. I took off my parking brake boot to try to adjust at the handle and noticed that when I pull the handle up that the cable pulls up but when I release, the cable does not retract. Does anyone have a picture of how the cable attaches to the e brake handle under the boot? I've attached a picture of mine

it attaches just like it shows in your pic
can you pull the cable all the way out?
there should be tension on the cable when all hooked up correctly on the rear axle, that will retract it when the handle goes down.
a pic of the rear axle where the cables attach side to side would help
 
I don't have any pictures handy right now. Problem is that I cannot pull the cable enough to attach it on the driver's side bell crank. It seems like it's about 1 1/2" to 2" short...unless I need to hook drivers side up 1st then passenger side.
 
Not to point out the obvious, but your ebrake handle is down when you try it correct? It appears the black adjustment knob is pulled up out of the square peg hole in your photo. You can also loosen all the adjustment out so that it can be connected easier at the bell cranks.

Yep, handle is down when I try to connect the cables to the bellcranks. The cable at the handle end does not move down when the handle is lowered which leads me to believe the cable is frozen inside its casing. Ordered a new one and we'll see if that was the issue.
