In order to do this, Toyota would have to pay someone to rework all of the PDFs. Not likely.
It appears that Toyota is trying to make this more attractive to the repair shop that would pay the yearly sub and be done with it.
If you look at the newer man files, they're becoming more of a "start with your symptoms and click thru to repair" kind of thing. For my '01 corolla and '03 sequoia, the files are much easier to use while online (find the correct subsection, diagnose and print just what you need)....forget about trying to download them all tho.
I personally don't own the FSMs for any of my Toyotas...when I have work to do, I buy a day's subscription, download the sections I need, and go from there. I've got most of the sections for my fzj, but I am sure that Toyota doesn't want people posting/sharing the info for free...copyrights and all. The point there is that TIS is a subscription, not a software package.
In my case, I haven't had a chance to 'wheel my rig at all yet, so having a paper copy of the manual to fix stuff in the middle-o-nowhere is a moot point for me. I could theoretically copy the files I've got to my laptop and have 'em if I had that level of need...
Next time you log into TIS, take a few minutes and look at one of the newer manuals...you'll see the direction they're moving in, and it's almost the opposite of what you're asking for.
