Firm accelerator pump plunger?

I've rebuilt the carb on my '73 40 and still have some carb issues. One is accelerator pump...when you work the linkage back and forth, the accel. pump plunger doesn't depress and release freely like I've seen on other motors. Instead, the spring on the linkage compresses and absorbs most of the linkage movement. When you push down on the top of accel pump with a finger, it will depress and squirt a decent stream of gas into carb. But, it doesn't travel very much via linkage actuating. Maybe I've got an incorrect plunger installed? Or a linkage problem somewhere? I think I used a Keyster rebuild kit (with new plunger included.) Everything looks good, I've just got to be missing something.
