Fender flare question for FJ40 (1 Viewer)

I have a 73 FJ40 I am restoring. I took off the rear corner rock guards, welded up the holes and am finishing without. The fender wells are already cut out. I want to put the fender flares back on without the rear rock guards but the rear part of the flare hangs down beyond the bottom of the tub (Since the original rock guards also hung down as well, it was flush) Do they make flares for use without rock guards that fit flush to the bottom of the tub or are they supposed to just hang over an inch or 2? Thanks
