Friends - failed emissions with crazy high HCs at idle.

No noticeable vacuum leaks, haven’t checked timing. The cat is pretty old, it was put on by a PO so I don’t know how old it is.

I’ve read the posts on here about high HCs. I didn’t see anything with such crazy high HCs.

Thoughts from the more experienced folks on here?

Check your spark plugs and timing, maybe do a valve adjustment. Make sure your engine is all the way warm when you test.
If it still doesn't pass, get below 1/8th of a tank, add a half gallon of denatured alcohol, drive 15 minutes or so to get retested, then upon passing, go fill up with good gas, preferably non-ethanol to dilute the alcohol you added before.
 
Never take a fj60 to get a smog test without doing a full and complete tune up as described in the Toyota manual. Don't skip any steps.
Always do an oil change before the test also. Old engine has significant blow-by which ends up in the exhaust - and if the oil is old and contaminated, that crus ends up in the exhaust stream too.
Then you'll have at least a baseline reference
 
Unburnt gas or oil. Tune-up, adjust carb, good fresh gas, fresh oil change, no 5W weight oils, 10w or 15w minimum on low side. Make sure the air injection is working, make sure the CAT is "HOT" when you get there. If you have to wait in line, high idle it at 2k rpm while you are waiting in line.

If all else fails, it's time for a new CAT.
