I have 50 psi pressure when spinning the oil pump with a drill.
But... no oil comes out the connection from the cam area.

Question is, does the engine need to be running to get oil up to the valve cover?

Does not need to be running but the oil passage through the cam bearing only lets oil through at certain spots in the rotation. I've heard that TDC #4 is a spot where the passage is open, never tried it myself
 
My non-scientific study when I put my F head back on and ran the oil pump with the power screw driver showed oil flowing up top when #3 and #5 were TDC. So who knows, as long as it flows 😂.

So what we did was used a squirt can to fill the hollow rocker shaft with oil, then make up the copper line, pre-prime the main oil gallery using a drill and old distributor shaft. Then installed the distributor….make sure it’s fully seated….then started. First start was with valve cover off. Took it a few moments, but verified oil drizzling out the vent on top of all rockers. Once warmed up, went in for a final valve adjust….then buttoned her up.
