Engine idle hunting problem; no trouble codes (1 Viewer)

Hey guys, this is my first in the forum, a long time creeper until I finally took the plunge and bought a 100 series! Thank you for all of the awesome posts and inspiration to make the purchase happen.

Long story short, I bought a 1998 LX470 with 376K miles on the clock from a guy who didn't seem to hold onto it much ( he only had it titled in his name for a month, hmmm.) Regardless, I got a solid deal on it but am now experiencing the woes of buying used. The PO was completely useless when walking me through the car ( he didn't know cars, so it seemed), but the most important thing was that the engine ran really strong and idled fine. The drive home was weird, as the gas pedal was not working correctly ( had to push it down alot) and once home I got several DTC's that were alarming:

P1127-Battery connection battery connections are dirty or loose; ETCS power source circuit is open (check the ETCS fuse
P1127 -ETCS Power Source PCM has failed
P1127 -ETCS Actuator Power source circuit
C1241 -Low or high power supply voltage
C1252- Hydro Booster pump motor
C1256 -Accumalotr low pressure
C1241-Low or high power supply voltage
B0101-Open in Driver Side Squib Circuit
P0135-Oxygen Sensor Heater Circuit Bank 1 Sensor 1
P0155-Oxygen Sensor Heater Circuit Bank 2 Sensor 1

So, I went ahead and took the first steps of looking through the fuses, replacing all of them with new mini fuses, and replacing the fusible links in the fusible link block located off of the battery ( 7.5A, 140A, and 100A). I replaced the battery and fired the car up. At first, it would not fire up, but after 3 tries it fired up but immediately was surging or "hunting" for idle ( I have attached a video for you to see) where it would rhythmically bounce between 1000-2500 RPM over and over. I plugged in the OBDII scanner to see what the deal was, but all DTC had been wiped, and nothing was registering. The ETCS problem seemed to have disappeared ( I think that it was a fuse issue regarding the fusible links) but the hunting concerns me.

Anyone have any suggestions as to why I have the idle hunting condition?

All the codes were wiped out when you disconnected the battery, take it for ride, they will show up again if it still something wrong.
After disconnecting the battery, usually you need to let the car idling for about 10 minutes after it warms up so the computer re-learn the parameters.
Having all those power related issues I'd start checking the alternator and voltage regulator.

For the 10 minute relearn period, does it usually "idle hunt" as mine is doing?
 
measure your battery voltages at rest, idling and under crank. Use the engine block to get the negative connection.

Thank you Julian -- when I do this, what am I ideally looking for in terms of voltage in each of those conditions?
