I've got a GCC spec 1983 FJ45.; with no modifications.

Early winter, I recently changed my brake cylinders in the rear drum brakes. Cylinders were leaking. Afterwards, drained / flushed the brake lines from all 4 brakes. Haven't really driven it around since.

Took it for a long drive recently, and noticed the brakes were very tight. Jacked it up; made sure everything was level. Hand brake down & in engine in neutral. Both rear drums were very tight, was barely getting half rotations. I loosened them out and I now get a full rotation on the right rear tire. The left rear is still very hard; barely half a rotation. I've loosened up as far as it goes. Also took it for a short spin, both forwards and backwards applying the brakes for the self adjustment to kick in. Still the left is very tight.

I opened it up and everything looked ok. I had to manually push back the shoes to get the cover back on. Appreciate any advise / guidance.

You might want to look in the 60 series section. There’s a long thread from last year about a similar issue. If I remember correctly he had some c-lips switched around causing the adjustment to drag. I would link it for you but for whatever reason that thread poster has me on his ignore list.
 
You are probably picking up drag because of the design of how the rear end works. Adjust the brakes per the manual and don't worry about the amount of rotation you are getting. From memory, not as good as it used to be, adjust brakes so tire doesn't move then back off X-number of clicks.
