Door locks work off and on

I have a 2006 Land cruiser and the door locks work intermittently. The key will lock/unlock the doors rarely now. Sometimes I can lock the doors with the lock button on both of the front doors but within a few minutes they will stop working. The dealership wants $3000 to replace 4 actuator motors. If the actuator motors were bad why would the locks work at all. Thoughts on what else might be the problem?
