I am really surprised that this has happened twice to you. But regardless, installing a VCV and making sure that the line from the air filter under the dash is not clogged should prevent it from ever happening again.

Hmmm. There are two tubes leading from the top of the dissy cap. A thinner one that goes to the side of the air cleaner and another thicker one that goes to the passenger side firewall. The thin one connects to a box the size of a packet of wooden matches and the thick one to something the size of the round part of an old fashioned door bell ( 1.5 inches diameter and maybe 1/2 inch think)

Neither as far as I can tell are pulling anything from the cap while the truck is running.

I just replaced the cap.

My question is: If I have no legal need for the VCV (smog exempt HI) IS there a way to fix this problem back to the place it was for the last 200k miles without my dissy cap blowing up every three weeks? Can I replace either of the parts I described to get the air pulling out the fumes from the dissy cap as it is supposed to work?

Maybe an evil gnome is squirting starter fluid in your dizzy breather while you aren´t looking...
