Different laws dictate different headlight designs. The AU/EU models have fluted lens, that shape the beam pattern, not the reflector bowl. The North American vehicles have clear lens, with a reflector that shapes the beam pattern. Given the 80's were built the same way, Toyota likely carried over the fluted optics to adapt to different markets with platform sharing to drive the cost down. I'd imagine Toyota developed what we have in North America to increase the curb appeal to buyers with their new "V8 IFS Land Cruiser" which was up against Range Rover, Cadillac, etc. I'm sure Federal Regulations, played a part in this difference as well.
FMVSS 108 in the United States dictates most vehicle headlight laws. I do not think a single new vehicle produced for the USA comes with Fluted lens that shape the beam pattern. We typically see those in pre-2000 passenger vehicles, or late 2000's work vehicles (Round or Rectangular headlights).
I'd imagine you could order from any country, as long as they are RHD for your market, and swap out for the clear lens.
