“Dial tone” whine in front during deceleration (1 Viewer)

I’m trying to describe this noise better than in a previous post. I got a PM (thanks for that) suggesting that it's the fan clutch, which I now think it might not be, since I read up on the clutch and I think (and hope) mine is in good shape, plus the noises I saw describing the clutch seem to be different than mine...

The noise is not loud and I hear it coming from the front. It resembles a very faint dial tone and only starts when I slow down, like before an intersection. Once I come to a stop the whine stops as well. It appears once my foot is off the gas and on the break (but only at a very low speed) and disappears when I step on the gas again or once I stop.

Now I don’t remember if it never appears if I’m on the gas, even if the speed is low enough, or if I need to be breaking to hear it, so I’ll do a follow up on that, unless some old hand can identify this noise before I post this info.
