I am considering removeing the cowl vent and the pan with the the drain holes in it and caping off the hole will removing it compromise the integrity of the surrounding area? thoughts?

Any chance of me then getting that cowl vent? My BJ44 lacks a cowl vent and I would like to stimulate the air flow

It will not compromise integrity. It is easy to cap off any vent. Trace the area out with papaer. Transfer to steel. Fold an "X" into the steel to make it strong. Bend the edges with a vice grip or an air driven tool made for the purpose. Then you can drill some holes in it (3) in a line, place a piece of steel under the hole and tighten the top molded piece into the lower piece, locking it in place. Seal with Silicon sealant.

Easy, takes 4-5 hours of simple work for a perfectionist, and 2 hours for someone who just wnats it done nicely and without absolute perfection.

Best,
