Can i drive "off highway" vehicles on forestry roads?

I am considering in digging into a old (1995) CR125 project. I want just use it for trails and exploring. Can i get away with riding it on forestry roads up north or do i need to go to dedicated off road "parks"? I really wish i could through a plate on it and register it.

The USFS map publications show the road and trail designations. Every thing I've ever seen that IMO constitutes a "road" is shown on the maps as "Roads Open to Highway Legal Vehicles Only". Everything else looks like hiking, horse, or 4-wheeler/motorcycle trails. And not seen too many of those trails, even when riding the forest roads. But maybe those ATV trails are what you're looking for. Check out the below for more info:

My recollection is that if the road is maintained, then only a tagged vehicle can be operated on it.
