Since wipers attach to bottom of windshield that is a clue. I saw a 1974 HJ45 with wipers attached to top of windshield. If front brakes are disc, the vehicle is no older than 1976. Toyota shifted to HJ47 with 2F motor in 1980.
 
since it has the later bezel, it would be a 1979+
not sure if the world market got the 6 digit odometer in 1981 like the NA market got.
my WAG is 1979 or 1980

world market got drums all around so not sure about the disc brakes.

wonder what the unit 247 is for? was it at a mine or station?

looks like it has been sitting for awhile.

the roof looks rough, the rest of the body doesn't look terrible.

I like he patrol next to it.
 
The bezel switched to that square style 1/79. HJ47 started 8/80 and had a 2H. So if stock would fall between 1/79 and 7/80.
 
That is an interesting stamping on the VIN plaque. Instead of the model number the VIN is stamped and no place for the VIN towards the bottom. Thought New Zealand got Australian models. Those have a second locally produced tag.
