I read it and it doesn't look like CA AB 550 has provisions for us to change engines.
It only deals with a 200 dollar payment if the car/truck fails smog twice after making repairs, then you get to pay 200 dollars plus the costs of trying to repair the emissions system. You won't be able to desmog and pay 200 dollars and pass go every 2 years.

This just goes to prove that the emissions program is a money grab here in California.

  • A.B. 550 allows the owner of a motor vehicle that is required to take a smog test to pay a smog abatement fee of $200 if the motor vehicle meets all of the following criteria: Is 30 or more model-years old; was manufactured during or after the 1976 model-year; fails a smog test; and fails a subsequent smog test after necessary repairs were made.

(2) Was manufactured during or after the 1976 model-year.
(3) Fails a smog test required pursuant to this chapter.
(4) Fails a subsequent smog test after necessary repairs were
made.
(b) Payment of the smog abatement fee established pursuant to this
section shall be made to the Department of Motor Vehicles at the
time of the registration of the motor vehicle.
(c) Fees collected pursuant to this section shall be deposited in
the Air Quality Improvement Fund created by Section 44274.5.

CA AB 550 would appear to be an re-installment of a law we CA FOR ni Ans used to have, where any car over 30 yrs old was smog exempt. Although this time around there is an insignificant fee. So long as all the smog equip is installed (working or not) you'd be ok.

I guess some of our lawmakers now own classic cars too... and would like to keep them.

I bet that many here would pay $200 (plus the cost of the smog check) every two years, just to save the headache. Those who pass clean can lord it over us and we'll say congrats while secretly hating them.

But it's hard to tell from reading the proposal what it means to make "necessary repairs" after failing, and what it would mean two years later when you do it all again. I imagine there would be some kind of dollar threshold for necessary repairs, which would mean that the $200 is just the tip of the iceberg. And then you're getting to the point where you should just fix the thing.

But if it's as simple as $200 plus the test, I'm all for it. It sucked when they changed the 30 year rule to a hard date of 1976.
 
A.B. 550 may be the practical realization of the random smog check study conducted in CA between 2003 - 2006.
It could also be a response to the fact that replacement emissions components necessary to pass a test are no longer available for most 30 year old cars. It could also be the result of the multi-billion dollar Federal bailout bill of 2009, "Cash For Clunkers" which sent over 665,000 gas guzzlers to the crusher nation wide.
There are far fewer 30+ yr. old cars driving around in CA nowadays than there used to be.

The sole reason I have held on to my FJ40 is the smog status. It's smog free 4eva. I wish I could use it's plate and everything else for my FJ60, which every time is closer to failure.

I could live with a 30 year exemption. I'd even pay $200 per year for it, but pointlessly trying to fix unfixable smog problems is just not in the cards. I don't see this being a particularly beneficial law. I would rather see the re-instatement of the 30 year rolling exemption.
 
I too would rather see the rolling 30 back but I will gladly pay the 200 plus check fees just to avoid the headache. Desmog was the hope but this is better than nada.
 
Dreading the day I need to register after being non-op for 3 years smog will be required. If 30 rolling is not reinstated...this may be an option for now. However the lack of clarity on repair attempt expenditure is concerning. I would pay $200 and done program as well.
 
I wouldn't worry about it.

Typical scenario #1:
High NOx due to malfunctioning EGR valve due to "inoperable" EGR valve vacuum diaphragm. Non repairable.
New EGR valve is NLA.
No way to fix it, no way to replace it.
"Repair Attempt" waived.

Pay $200 and get tags.

High CO due to malfunctioning air injection system due to malfunctioning ABV or a malfunctioning VCV. All are Non-repairable.
All are NLA.
No way to fix them, no way to replace them
"Repair Attempt" waived.

Pay $200 and get tags.

The only "emissions related" equipment on the cruiser that is repairable or replaceable is the CAT, Carb, Tune up items and Smog Pump.... but none of that matters if the EGR valve is DOA>
 
I remember the DMV having some sources of "used, good smog parts" that they'll tell you you can get the inoperable stuff from. they'll give you a number and you'll call it; the guy who answers will ask vehicle and year info; he'll dick around on a keyboard sounding device for a minute and tell you they have all of what you need for 1800 buck delivered. of course, they will not guarentee that the shtuff will work- or even for how long. You'll debate about spending the cash and cause grief and suffering in all whom you will encounter while reconciling spending another 2K on junk gear to get your rig thu the process. I think there is a raquette between the various motored vehicle departments, the smog testers, and these salvaged smog gear outlets that are your last ditch effort to getting a running rig. Output, have you tried to source the egr or the abv or vsv from these last chance suppliers? they tend to be hard to find- only able to find them via DMV links and references. I'd love to here that the last chance suppliers sullies of toyota smog gear has dried up; but if it hasn't, I fear that this bill will be giving those guys a new rash of business GRRRR.
 
I have not yet failed a smog test so I have not yet had the privilege of becoming acquainted with the DMV Scrapper Racquette.
Since Toyota and CA have driven FJ60 owners into a corner, some users have acquired back up "Tier 1" smog components that they know function correctly. They also have original "Tier 2" smog components that should be working fine.

spares are a must. I'll bet the salvage smog guys are still doing business with people sent to them by DMV. We should do some more research to see what the supply of toyota parts are from those guys so we have an idea of how much longer it'll be before those parts really are NLA. As long as those guys have toyota stuff, the DMV will keep kicking us back towards them. Hmmm, how do we purchase their remaining supplies and destroy them; while also keeping new stocks from reaching the warehouse shelves...
 
or should we just look into manufacturing our own NLA devices?
 
mostly just metal castings and some diaphrams...
 
We CA owners should make a request to those lucky enough to de-smog save the parts for us don't throw them out.
 
I may already know the answer to this, but is this only for vehicles with original equipment? Anyone know when this will be voted on?
