The tires on my little utility trailer are done. I bought then new in 2000, but now they are all dry rotted and one will no longer hold air.

Size on the tires says "155R15 76S". I'm not sure if these are oddball rims, should I try to find the same size tire? Or is it easier/cheaper to just buy replacement rims with tires already mounted?

155R15, probably won't find that size tire just everywhere, but go up to 165/70R15 or 165/75R15 and you shouldn't have any trouble at all.
