Best and Cheapest Rear bumper with tire swing-out

Is the factory spare tire crane accessible with this bumper installed? I think I'm going to leave the tire in place and use the bumper to carry other stuff.

I don’t recall if the bumper make interference with the “hole” where we insert the extension in order to access the pulley.

I have to check but my Cruiser is store away from home for the winter.
