Those are the alignment guides for the steering cross shaft. When those marks are lined up fore & aft with the housing, the shaft is at it's center position. My steering box is off right now (I'm painting it) and I just checked. Ideally, the pitman arm should be installed in a straight line with those marks if the rest of the steering system was originally set up that way.
