When I was searching for my 100 years ago, I found that if the upper clamshell looked like that, the undercarriage was typically worse. YMMV.

Undercarriage was clean as a whistle believe it or not. Still passed. Just wasn't "the one."
 
Common issue across all years of the 100. Leaking brake light seal causes that. If the underside looks good, shes good to buy.
 
A rear hatch is around a grand as they aren't easy to find. That is a rare color.

If you don't mind that spot it's not a big deal. Reseal the brake light and fog it with some rust neutralizer to slow the growth. Then keep your eyes out for a new hatch and swap it. If the rest of the vehicle is spotless, it wouldn't keep me away.
