I can attest to the high gas tax in PA. I lived there my whole life and just moved to Texas in January. Other than gasoline/diesel, everything is more expensive in Texas. I pay 3x-4x more for utilities (gas/electric, water/sanitary) on a monthly basis (I confirmed with relatives in PA that their utilities have not gone up commensurately because of inflation).
No state income tax in Texas is great, but property taxes are very high so the 3% I'm saving in PA state income tax is going out the window and then some in TX property tax. Historically, housing prices were dirt cheap in TX so the taxes weren't a big deal. However, in the last three years, they've ballooned in popular areas to much higher per sqft than PA, making the high TX property taxes in my area ridiculous. So big picture, PA living was a LOT cheaper than Texas despite the .30+ cents extra in fuel tax.
