Any Idea on Wiring Harness Vintage?

I bought a project rig awhile back along with some extra parts. One of the parts I do not need is what appears to be a fairly complete wiring harness. I was told that it came from a 79. I read on a different post that you can identify the vintage by the white label attached. There is one, and you can see it in the photo.

Is it safe to say that this is a 79 vintage?
What does the notches next to the 5 and 20 mean?

I got a guy interested in buying it but he wants to know for sure that it is a 79 wiring harness.

Looks like it is a sub-harness for the chassis, specifically, for the emergency brake switch, most likely the rear heater and seat belt switch for a 01/79-06/80 only.

The rear chassis harness was a 82420-90335 for the same 01/79-06/80 only.
