I've been watching my IAT2'S on my stock between the intake and tail pipe '97, and I'll see 150°F while wheeling on a 90-100°F day, and as low as 120°F on the same day. The temp rise is happening in the manifold; all that aluminum bolted to the engine is getting good and hot, heating your intake air. If your scanner reads anywhere near ambient, it's reading from the MAF, which is your IAT1.

Where is the IAT2 mounted and what type of motor do you have, from what market?

I drove from work into downtown, while driving downtown I turned the obd2
Ac on, sunny 20 D Celsius, temp at 90c or 194 F.

Stationary and idling, it's called heat soak. How would it make any difference at idle?

Typically, the temperature readings should be 10 degrees more or less than the vehicle's ambient temperature, depending on the outside temperature and the temperature of the engine. If the readings are not realistic, there could be a problem with your IAT sensor or the wirings to it.
