Id be surprised if the 99 LX was pre-wired. The locker ECU is in the passenger footwell.
That’d be the easiest place to check and you could also verify some of the wiring in the junction boxes there, too. You can also look under the truck and see what wiring for the ABS wheel sensors look like. If you need help with what to look for, please DM and I can assist.

That’s the dream, one day…If you're really feeling fancy, the 98/99 Land Cruiser cluster has a slot for a front locker indicator light despite not having front lockers as an option in the IFS100 (105s had front locker options and the cluster used in the early 98/99 LC must've been cheapest to produce as identical to that of the 105).
Anyway- with some pretty involved parts swapping, one can remove the lower 98/99LC cluster indicator panel and swap it into the 98-02 LX470 cluster. I've got all the parts to do so but I've not really bothered yet- with an eaton/harrop up front, there's no good feedback circuit to tell me whether the locker is engaged or not. All I would really be able to tell is that the switch is flipped to 'FR & RR' which I can tell by feeling it/looking at it...
