Id be surprised if the 99 LX was pre-wired. The locker ECU is in the passenger footwell.

That’d be the easiest place to check and you could also verify some of the wiring in the junction boxes there, too. You can also look under the truck and see what wiring for the ABS wheel sensors look like. If you need help with what to look for, please DM and I can assist.

How to RETROFIT an OEM rear locker into 100 Series Toyota Land Cruiser?


Video is now private, unfortunately, but for anyone else with a US market 99 LX, I believe it is partially pre-wired. I had a locking rear diff axle from a 98 LC installed into my 07/99 LX, and the shop that did the work said that everything was wired up with the exception of the harness that actually connects the rear differential to the truck. The ECU and the wire that connects to the ECU were both there.

I believe this harness is 82164-60530 (at least for me, since I still have AHC) and I'll be placing an order tomorrow.
 
When I added the OEM rear locked axle to my 99 LX I had to source the '4WD ECU' as well as the harness (w/o AHC), a diff lock switch (I chose the 80 style for front & rear control), and one bulb for the cluster (I removed the washer fluid level indicator bulb and used it in the RR locker indicator slot).

If you're really feeling fancy, the 98/99 Land Cruiser cluster has a slot for a front locker indicator light despite not having front lockers as an option in the IFS100 (105s had front locker options and the cluster used in the early 98/99 LC must've been cheapest to produce as identical to that of the 105).

Anyway- with some pretty involved parts swapping, one can remove the lower 98/99LC cluster indicator panel and swap it into the 98-02 LX470 cluster. I've got all the parts to do so but I've not really bothered yet- with an eaton/harrop up front, there's no good feedback circuit to tell me whether the locker is engaged or not. All I would really be able to tell is that the switch is flipped to 'FR & RR' which I can tell by feeling it/looking at it...

I put my video back up for you all.

At least on my 99 LC (which was admittedly different than most, the locker wiring going from the passenger footwell across the dash (under the dash pad) and over to the cluster and the switch was not present. I recognize that most LC and LX from 98 and 99 will likely have all this wiring, but mine did not.

You can also quickly check what bulb slot is which by shining a light through the back of the cluster and see what lights up.
